- The resources for the health of Colombians, one of the highest items in the national budget, will be for insurance, public health, supply and other priority programs.
Bogotá, January 2, 2020. The government of President Ivan Duque has prioritized the health of Colombians as one of the most relevant factors to build equity, so 2020 is starting with a 31.8 trillion-peso budget, to ensure the health of all.
This was a budget increase of 8.12% compared to 2019, when it was 29.5 trillion pesos. The current figure shows once again that the health sector is one with the most resources, thus coinciding with the National Government's commitment to achieve equity in health. The 31.8 trillion pesos are distributed in resources for investment ($712 billion) and operation ($31.1 trillion).
The Ministry receives almost 90% in investment ($547 billion) of the contribution by the Nation, and the rest is distributed to the attached entities such as the National Superintendence of Health ($68 billion), Invima ($67 billion), the National Institute Health ($26 billion), Congress Provision Fund ($191 million) and Railroad Social Liabilities Fund ($2.3 billion).
For its part, the Ministry has budgeted 30 trillion pesos for operation. These monies guarantee the health insurance of Colombians, both in the subsidized and the contributory systems ($19.3 trillion); the transfers made by the Nation to the territorial entities through the General Revenue Sharing System for the subsidized system, public health and supply subsidy ($10 trillion); the projects aimed at improving the emergency network, catastrophic disease care and Non-Soat traffic accidents claims ($371 billion); resources for the financing of the law of residents and scholarships ($125 billion); and resources for the Program of Psychosocial and Comprehensive Health Care for Victims - PAPSIVI ($20 billion).
The remaining amount is allocated to the financing of other public health priority programs.
Therefore, the health of Colombians remains one of the main commitments of the National Government to achieve the triple goal: improve health outcomes; meet user expectations; and financial sustainability. In turn, the budget continues to show a growing trend, considering that between 2017 and 2020 it went from 23.3 to 31.8 trillion pesos.
